I use a Mangos server and I got the accounts level modified of the default values.

Here is an example.

    SEC_PLAYER         = 0,                                 // Normal Player

    SEC_GAMEMASTER     = 3,                                 // GM's Lv2

    SEC_CONSOLE        = 6                                  // Console

You should add the possibility to config that options in the web with the config.php file or a GM lvl 2 will have full admin powers in the web, and the admin will have no powers at all xD
